(William) Donald Chapman was born 25 Nov, 1923, & served as a Cambridge City Councillor, 1945-47; Gen Sec of the Fabian Society 1948-53, Chairman HM Development Commissioners, 1973-79, and of Telford New Town Development Corporation, 1975-87, Lab MP for the Northfield Div of Birmingham, 1951-70, cr a life peer as Baron Northfield, of Telford co Shropshire, 1975. -=-
