The engagement was announced 18 April, 2025, between Charles Francis Hallaran (born 27 January, 1990), son of the late Michael William Hallaran (1938-2022), and his wife the former Olivia de Tessier (born circa 1950), now of Mere, Wilshire, & Lucinda Katherine Norton (born 1994), daughter of Richard W. Norton, of Rendcomb, Gloucestershire, and his wife the former Caroline Taylor.
Charles is descended from the Ballantine-Dykes landed gentry family, and from the Howard Earls of Carlisle (who themselves descend from the Howard Dukes of Norfolk)
