Harold Mark Carter, Baron Carter of Haslemere, CB is a British lawyer, life peer and crossbench member of the House of Lords.

Lord Carter of Haslemere has served as general counsel of the 10 Downing Street and is a bencher at Gray's Inn. He was appointed Companion of the Order of the Bath (CB) in the 2015 New Year Honours for services to Government Legal Services and services to community in Guildford, Surrey. In 2019, he was nominated for a life peerage in the Prime Minister's Resignation Honours.

She was born the Hon Rosemary Katherine Hamilton-Russell, 1 April, 1921, daughter of the 9th Viscount Boyne [1864-1942], by his wife the former Lady Margaret Selina Lascelles [1883-1978], daughter of the 5th Earl of Harewood [1846-1929]. Her mother was a sister-in-law of HRH The Princess Mary, Princess Royal, Countess of Harewood [1897-1965].

 She married 23 May, 1942, Major the 22nd Lord Forbes, by whom she had issue, by whom she had issue, two sons and a daughter.

She was widowed, 5 March, 2013. Her elder son succeeded to the peerage.

John Mann, Baron Mann (born 10 January 1960) is a British Independent politician who serves as an advisor to the Government on Antisemitism, sitting as a Member of the House of Lords. Prior to being granted a peerage, he was the Labour Party Member of Parliament (MP) for Bassetlaw from the 2001 general election until 28 October 2019.

Mann has served on the Treasury Select Committee. He had previously been the Parliamentary Private Secretary (PPS) to Tessa Jowell and Richard Caborn. Mann is also a prominent campaigner against antisemitism. On 7 September 2019, he announced that he would not stand as an MP at the next general election and would instead take up full-time role his role as the government's independent adviser on antisemitism, at the Ministry of Housing, Communities and Local Government, which he had been appointed to on 23 July 2019. Mann was nominated for a life peerage in Boris Johnson's resignation honours list.

Sylvia Mary Finola Stanier, LVO 1928-2019



Sylvia Mary Finola Stanier, LVO, scion of the Stanier baronets, and one of the greatest lady equestrians of her age, died 12 October, 2019. She was 91.

She was born 9 May, 1928, daughter of Brigadier Sir Alexander Stanier, 2nd Baronet [1899-1995] by his wife the former Dorothy Gladys Miller [died 1973].

Her uncle was Colonel Sir John Miller, GCVO [1919-2006], Crown Equerry to the Queen, 1961-87.

Riding from an early age, she grew up with a hunting and showing background and was a pupil of Sam Marsh in her early years. She then became a student of Lt. Col ‘Joe” Dudgeon, himself a pupil of Paul Rodzianko. In addition she studied Haute Ecole with two of the greatest dressage minds of the 20th Century for many years namely Einar-Schmit-Jensen and Nuno Oliveira. Between the three masters she learnt both the art of showjumping and Haute Ecole from some of the finest equestrians at the time. She trained horses as a result for the Olympic Games in Japan in 1964, Mexico in 1968 and Munich in 1972.

Not only had she trained extensively in the above disciplines but was also an expert in Side-Saddle, winning the Ladies Championship at the Dublin Horse show on Bachelor Gay in 1965, as well as winning the Lightweight Hunter Championships in 1966 and the Irish Dressage Championships in 1967. Bachelor Gay was trained by both Schmit-Jensen and Sylvia and went onto become the Duke of Edinburgh’s horse for the Trooping of the Colour.

In 1966 she gave a display of her long reining skills – which she learnt from Schmit-Jensen - in the presence of both her Masters Oliveira and Schmit-Jensen at the Horse of the Year Show – Oliveira marvelled at long reining skills with Le Marquis.

She worked for many years at Burton Hall – which at the time was the centre of all equestrian excellence in Ireland, for Col. Dudgeon, and then with the Galvins schooling their international horses.

For many years Sylvia also worked for her Majesty the Queen and Burmese in side saddle preparing for the Trooping of the Colour and was awarded an LVO by her Majesty for her services.

She was born in 1934 as Jane Barrett Hartley, daughter of Ernest George Hartley [1895-1969], of Milton-under-Wychwood, Oxon, by his wife the former Winifred Jane Gantlett [1891-1983]; married 1955, Thomas Henry Oliver Stanley [born 27 Sept, 1927], who, on 23 June, 1971, succeeded his cousin as 8th Baron Stanley of Alderley, 8th Baron Sheffield, 7th Baron Eddisbury, and 14th baronet.

Lady Stanley of Alderley was widowed, 19 Nov, 2013.

She is survived by three sons and a daughter.

 Ruth Elizabeth Hunt, Baroness Hunt of Bethnal Green (born 12 March 1980) is a prominent Welsh administrator who was Chief Executive of UK-based lesbian, gay, bisexual and trans equality charity Stonewall, the largest LGBT equality body in Europe, from 2014 until her resignation in 2019.Hunt was nominated for a life peerage and Crossbench member of the House of Lords in the 2019 Prime Minister's Resignation Honours. Her life peerage was gazetted in the name, style and title of Baroness Hunt of Bethnal Green, of Bethnal Green in the London Borough of Tower Hamlets, on 16 October 2019.

She was formerly President of the Oxford University Student Union.

James Wyndham John Hughes-Hallett, CMG 1949-2019

_. James Wyndham John Hughes-Hallett, CMG, who died 12 October, 2019, aged 70, was a scion of that landed gentry family.

He was chairman of the Swire Group 2005-2005, and brother of the writer Lucy Hughes-Hallett.

He was appointed CMG in 2012.

He was born 10 September, 1949, son of Michael Wyndham Norton Hughes-Hallett [1926-2014], by his wife the former Penelope Anne Fairbairn, elder dau of Capt Sydney George Fairbairn, MC, of Patience Close, Steventon, Hampshire.

He married firstly, 1991 [div 2009] Lizabeth Louise Betsy Hall, dau of Lt-Colonel Albert Hall, of Tacoma, Washington; married secondly, 2016,  Katrina Elizabeth Repka, by whom he had two daughters, Molly and Amy.

He leaves a widow, his two daughters, and stepdaughter Delaney.

Capt Philip Anthony Foxwood 1935-2019

_. Capt Philip Foxwood, late the Coldstream Guards, who died 11 October, 2019, aged 84, was descended from Ibrahim Pasha, Viceroy [or Wali]  of Egypt under the Ottoman Empire.

He was born in 1935, as Philip Ali Fazil, the son of Maj Ibrahim Fazil [1901-78], & Kate Stevens [1902-73], and was grandson of Prince Ali Haidar Fazil [1875-1925], and was descended from Ibrahim Pasha, Wali of Egypt.

Captain Philip Ali Fazil joined the British army, assumed the surname of Foxwood, and served with the Coldstream Guards, attained the rank of 2nd Lieutenant in late 1955, before progressing to become Captain in late 1961.

His career with No 1 (Guards) Independent Parachute Company began in late 1961. During three years with the Coy he was deployed to Cyprus in January 1964. He was also represented the Guards Para Coy Sports Team.

He remained active in the veterans community, as part of the Guards Parachute Association.

He married Rose Mary Reece, daughter of Clifford Mansel Reece, QC [1894-1973] by his wife the former Catherine Barbara Hathorn [1898-1974], and was father of a son, the Rev Hugo Foxwood.

The funeral takes place at St James's Church, Ramsden, Oxfordshire, 8 Nov, 2019.

Bowes-Lyon/Harland engagement

Charles Bowes-Lyon is descended from the 13th Earl of Strathmore & Kinghorne [1824-1904], who was the paternal grandfather of Her Majesty Queen Elizabeth The Queen Mother.

Charles's mother, Mrs David Bowes-Lyon has been a Lady-in-waiting to HRH The Princess Royal since 1990. She is a goddaughter of HM The Queen, and daughter of the late Sir John [Jock] Colville [1915-87], Private Secretary to the then Princess Elizabeth 1947-49, and later private secretary to Sir Winston Churchill.

The marriage took place at Chelsea Old Town Hall, 12 July, 2019, and at Cairo, Egypt, 11 October, 2019, between Adam Mowafi, son of Tarek and Rawya Mowafi, & Gabriela Elizabeth Louise Asquith [born 1989], scion of the Earls of Oxford & Asquith, elder daughter of the Hon Sir Dominic Asquith [born 1957], by his wife the former Louise Elizabeth Cotton.

The bride is a granddaughter of the late 2nd Earl of Oxford & Asquith [1916-2011],  and is a great-great granddaughter of H.H. Asquith, 1st Earl of Oxford & Asquith, KG, Prime Minister, 1908-16.

Ann, Baroness Aberconway [died 2019]

_. Ann, Baroness Aberconway, who died 5 October, 2019, aged 95, was the widow of the 3rd Baron Aberconway [1913-2003].

She was Ann Lindsay Aymer, daughter of Alexander Lindsay Aymer, of New York City, and married firstly, Major Robert Lee Bullard III, of Atlanta; married secondly, 15 Oct, 1949, as his second wife, the Hon Charles Melville McLaren, son and heir of the 2nd Baron Aberconway [1879-1953], by his wife the former Christabel Mary Melville Macnaghten [1890-1974]. Her husband succeeded his father, 23 May, 1953, as 3rd Baron Aberconway, and he died 4 Feb, 2003.

Lady Aberconway leaves a daughter from her first marriage, Robin, Countess of Onslow, who married in 1964, the 7th Earl of Onslow [1938-2011], and a son from the second marriage, the Hon Michael Duncan McLaren, who was born in 1958.

 Funeral at St. Martin’s Church, Eglwysbach, at 9.30 a.m. on Friday 18 October, 2019, followed by a cremation.

_. Georgiana Elizabeth Clowes [nee Cavendish], who died 8 October, 2019, aged 80, was a scion of the Dukes of Devonshire, and sister of the Baron Cavendish of Furness, a life peer.

She was born in 1939, daughter of Richard Edward Osborne Cavendish [1917-1972], by his wife the former Pamela June Thomas [1918-2006]; married 1968, Andrew Henry Clowes [born 1942], scion of that landed gentry family, son of Colonel Sir Henry Clowes, KCVO, DSO [1911-1993], by his wife the former Diana Katherine Kerr [1916-2010]. She is survived by Mr Clowes, and two children, Dickon and Emma.

The 12th Lord Balfour of Burleigh 1927-2019

_. The Lord Balfour of Burleigh, 12th Lord [but for the attainder] & 8th Lord, has died at Edinburgh, aged 92.

He was a chartered engineer; Fellow of the Royal Society of Edinburgh, and sometime Chancellor of Stirling University.

Lord Balfour of Burleigh's peerage, in the Peerage of Scotland, was created in 1607, for his ancestor, Sir Michael Balfour, who died in 1619.

He was born Robert Bruce, 6 January, 1927, son of the 11th Lord Balfour of Burleigh [1883-1967], by his wife the former [Violet] Dorothy Evelyn Done, MBE [died 1976], and succeded to the peerage on his father's death, 4 June, 1967.

Lord Balfour of Burleigh married firstly, 30 Oct, 1971 [divorced 1993] Mrs Jennifer Brittain-Catlin, daughter of E.S. Manasseh, by whom he had two daughters, Victoria and Ishbel; married secondly, 29 Aug, 1993, Dr Janet Morgan [born 1945], daughter of Dr Frank Morgan.

Lord Balfour, of Brucefield, Clackmannan, is succeeded in the peerage by his elder daughter, the Hon Victoria Bruce-Winkler, who was born 7 May, 1973. She married in 2002, Dr Mikhail Boris Winkler, of Dunblane, by whom she has issue, two daughters. Lady Balfour is only the second female to possess the title in its four hundred year-old history.
