He was Conservative MP for South Worcestershire, Feb 1974-1997, and for West Worcestershire, 1997-2010; served as a Junior Minister in the Thatcher Administration; was Chairman of the 1922 Committee from 2001-2010.
Spicer was knighted in 1996, and created a life peer on leaving the Commons, taking the title Baron Spicer.

_. The Hon Sir David Sieff, who died 27 May, 2019, aged 80, banker and company director, was a director of Marks & Spencer, and was descended from Michael Marks, co-founder of the company.
He was born 22 March, 1939, son of Marcus Sieff [1913-2001], a life peer as Baron Sieff of Brimpton, who was a grandson maternally of Michael Marks. His mother was the former Rosalie Fromson, divorced from Marcus Sieff in 1947.
David Sieff was a Director of Marks and Spencer for over 20 years and chairman of FIBI Bank [UK] Ltd. He was knighted in 1999.
He married in 1962, Jennifer Walton, by whom he had two sons, Simon and Jonathan.

John Edward Michael Moore was born 26 November, 1937; served as Conservative MP for Croydon Central from February, 1974 until 1992; was briefly Secretary of State for Health & Social Services, 1987-88; and prior to that had served in the Thatcher administration as Financial Secretary to the Treasury and Minister of Transport; retired from the House of Commons in 1992 and was created a life peer taking the title Baron Moore of Lower Marsh, of Lower Marsh in the London Borough of Lambeth.
He was predeceased by his wife Sheila, and leaves three children, Stephanie, Martin and Richard.
